Gombe L-PRES Earns World Bank Recognition for Strong Financial Management

GOMBE L-PRES EARNS WORLD BANK RECOGNITION FOR STRONG FINANCIAL MANAGEMENT

The World Bank has once again recognised Gombe State for its strong financial management, with the Gombe State Livestock Productivity and Resilience Support (L-PRES) Project receiving a high rating in the recently conducted Financial Management (FM) Performance Assessment.
The latest assessment further reinforces Gombe State’s growing reputation for institutional excellence and sound financial governance, building on its consistent recognition at both national and international levels.
Against this backdrop, the World Bank, in its Financial Management Supervision Mission Report addressed to the State Coordinator of Gombe State L-PRES, recognised the exceptional performance of the State and upgraded its performance rating from “Moderately Satisfactory” to “Satisfactory”, a reflection of the effective implementation of the L-PRES project.
According to the World Bank, while the overall Financial Management risk rating of the national L-PRES project remains Substantial and its overall performance rating remains Moderately Satisfactory, the Gombe State Coordinating Office’s FM performance rating has been upgraded to Satisfactory following improvements recorded across key areas of financial management and project administration.
As part of these improvements, the World Bank assessment particularly recognised the Gombe L-PRES financial management team as adequately staffed with qualified and experienced personnel.
“There has been no staff turnover since project inception, and the FM team maintains strong coordination and effective working relationships with other project staff,” the Bank noted.
The strength of the team was further reflected in its financial reporting, as the assessment found that the Gombe State Coordinating Office has maintained timely and satisfactory financial reporting, with updated Interim Financial Reports fully submitted.
In addition to this, the Bank further noted that previous recommendations were fully implemented and fully updated and prepared up to May 2026.
“The latest IFR was submitted on time and found to be of satisfactory quality,” the report reads in part.
Reacting to the rating, the Gombe State Project Coordinator of L-PRES, Prof. Usman Bello Abubakar, described the achievement as a source of pride not only to the Gombe State L-PRES Coordination Office but to the entire people of Gombe State.
Prof. Abubakar linked the achievement to the leadership behind the project, attributing it to the vision, guidance and unwavering support of His Excellency, Governor Muhammadu Inuwa Yahaya, noting that the Governor’s commitment to strengthening institutional performance and delivering on the state’s development agenda has been instrumental to the project’s progress.
“It is as a result of the vision, guidance and support of His Excellency that we were able to achieve this and come this far,” he said.
Building on the achievement, he assured that the Gombe L-PRES team would sustain the momentum by strengthening performance and ensuring effective implementation of the project’s development objectives. According to him, these objectives are closely aligned with the development priorities and agenda of the Governor Muhammadu Inuwa Yahaya-led administration.
The achievement is also consistent with the broader approach of the Inuwa-led administration, as the government continues to strengthen its collaboration with development partners and create an enabling environment for externally supported interventions to deliver tangible benefits to citizens.
